Under the EMPS 2024 scheme, EV buyers can avail of a subsidy of Rs. 5,000 per kWh of the battery capacity on electric scooters, or up to Rs. 10,000 by meeting the eligibility requirements.

Electric scooters are taking over the Indian market by storm with a 95% YoY growth and 34% MoM growth at 89,868 in August 2024. It is the perfect time to switch to electric two-wheelers and jump on the eco-friendly mobility ecosystem. But before you make that purchase, there’s some good news you should know: the government has announced to extend the EMPS subsidy on electric scooters till the 30th of September to make e-scooters more affordable for Indian buyers.

If you’re not sure about the eligibility or what documents you’ll need, don’t worry—we’ve got you covered. Here’s a complete guide to understanding the subsidy on electric scooters, the eligibility criteria, and the paperwork required.

EMPS 2024 Subsidy Scheme

The Electric Mobility Promotion Scheme (EMPS) 2024 is the latest initiative by the Indian government under the Ministry of Heavy Industries to promote the adoption of electric vehicles (EVs), specifically two-wheelers and three-wheelers.

Under this scheme, EV buyers can avail of a subsidy of up to ₹10,000 on an electric two-wheeler, ₹50,000 on an electric three-wheeler, or Rs. 5,000 per kWh of battery capacity. MHI’s vision is to make electric scooters more affordable and accessible to the masses, thereby accelerating the adoption of electric vehicles in the country.

The subsidy on electric scooters and three-wheelers was originally set to expire on July 31, however, on July 26 the Ministry extended the EMPS 2024 until September 30, 2024, with an increased budget of ₹778 crore. This means there’s still time to take advantage of this offer, but you’ll need to act fast.

Eligibility for electric scooter subsidy

Not every EV purchase is eligible for subsidy, so it’s important to check if your anticipated electric scooter meets the eligibility criteria before getting too excited. Here’s a quick guide for the eligibility:

  • Technical Requirements: As a guideline set by the MoHI, for the electric scooter to be eligible for subsidy, it needs to have a minimum top speed of 40 km/h, a minimum range of 80 km per charge, and at least 50% locally sourced components fulfilling the Phased Manufacturing Programme (PMP) guidelines.
  • First-Time EV Buyer: You must purchase your first electric two-wheeler to avail subsidy under this scheme. If you’ve already claimed a subsidy under a previous scheme like the FAME II, you’re not eligible.
  • Valid ID Proof: You need to have a valid government-issued ID proof, such as an Aadhaar card, voter ID, or passport to avail the subsidy.
  • Name Consistency: The name on your submitted ID proof must exactly match the name you provided while registering the electric scooter. This might seem like a minor detail, but it will trouble you big time if something mismatches later.
  • Vehicle Registration: The scooter you’re buying must be registered with the appropriate RTO. This typically happens at the EV dealership, so make sure everything is in order when you make your purchase.

Documents required to avail of electric scooter subsidy

Once you’ve determined that you’re eligible to receive the subsidy, it’s time to get your paperwork in order. Luckily, the process is pretty straightforward. Here’s what you’ll need:

  • Government ID Proof: As mentioned above, a government-issued ID proof that matches the name on the scooter registration is a must to avail the subsidy.
  • Purchase Invoice: You’ll need the invoice provided by the dealership for your electric scooter purchase. This serves as proof of the transaction and will be required when claiming your subsidy. Please note that the booking invoice is not a valid document to avail the subsidy.
  • Registration Certificate: Ensure that your scooter is registered with the transport authority or RTO before applying for the subsidy and that you have the certificate handy.
  • Proper Bank Details: If the subsidy is being processed as a direct bank transfer from the Ministry, you may need to provide your bank account details with names matching the one provided during the registration.

The good news is that claiming your two-wheeler subsidy is a hassle-free process. Here’s how it works:

  • Confirm Eligibility: Before applying for a two-wheeler subsidy, confirm that your electric scooter meets all the eligibility requirements set by the Ministry of Heavy Industries under the EMPS 2024.
  • Visit Official Website: Once documents are in order, visit the official website of the Ministry of Heavy Industries and find the section for “EMPS EV Subsidy” or other relevant options.
  • Fill out the Application: Look out for the EV subsidy application form and fill out the required details.
  • Submit Documents: As prompted in the application process, fill out the necessary documents like the RTO certificate, invoice, and other documents.
  • Wait for verification: Once the application and filled and submitted, wait for the verification process to complete. It might take a few days, based on the availability and number of applications.
  • Enjoy the subsidy benefits: Upon successful verification, the mentioned subsidy amount will be transferred to your provided bank details.

While the EMPS 2024 has been extended until September 30, time is still of the essence here. The scheme is limited, and with the growing popularity of electric scooters, there’s no guarantee that these funds will last until the deadline.

So, if you’ve been considering buying an electric scooter, now is the perfect time to make your move. With the right documents in hand and a little bit of paperwork, you can take full advantage of the government provided subsidy.
